Rem can't stack spellslinger with 2 and 3

Rem can't get spellslinger stacks from his 2nd and 3rd abilities
everything else gives him stacks tho
other heroes that have similar support/utility abilities (viscous cube and Paige shield) can get Spellslinger stacks so this seems like a bug to me
