I saw someone make an item as an upgrade to Active Reload and it occurred to me that that's a good space to do something different. So here's my concept.
The Idea here is that it's a bit more expensive than Rapid Recharge so it offers some additional stats. It's not as strong at reducing the CD on the charged abilities like Rapid Recharge is, and it doesn't reduce the time between using Charged abilities either but it does offer a weapon based alternative for getting extra charges on a build.
At the same time, because it uses Extra Charge as a component you can't get both this and rapid Recharge (because you can't buy a component item after having the item it built into) so you have to choose your method of getting bonus Charges.
Of Note: Because it has 2 Component items, it inherits quite a lot of Stats. Because of that I actually gave it less bonus Weapon damage than Active Reload, and only minor increases in CDR on Charged abilities, +1 Charge and +4 Spirit (over Extra Charge).
With Rapid Recharge you should be able to fire off all of your charges pretty quickly due to the reduced time between charge uses, but with Active Recharge you probably end up with more charges overall, but you can't unload them as quickly.
