This item is an alternative to High Velocity Mag. It will help heroes like Viscous in confirming souls on lanes. Basically you focus on denying, which is easier since you stand closer to creeps, and then use the charges to kill enemy minions. I also thought about also giving a charge for melee minion kill, but that will be too much in my opinion.
