Randomly stop/stutter shooting

I will be shooting my gun and aiming around and shooting and it will sometimes stop/stutter shooting.

I have narrowed it down to my mouse location ending up being over some piece of the UI even though I am not holding a button that would cause the cursor to show. I have noticed tooltips/random pop-ups when this happens.

Yeah this sucks and it happens to me all the time. The menu mouse is maybe still on screen even when not in the tab view, and then somehow hovering over UI elements when you should be shooting
