Okay, super edgy name aside, I was looking at victor and thought that it would be quite trival to turn him inside out and make an anti-victor. Let me cook, I'm going somewhere with this.

This would be a health-stacking hero that loves long fights and getting stuck in the thick of it (Not the one from KSI).
Lorewise, they would be an amalgam of souls lost in the rockies who until the ritual would shamble around collecting the dead and adding them into its ethereal mass. When the ritual approached, sightings of the creature walking towards new york would be spotted (The souls all want the same thing instinctively, and that's where they can get it)
As far as interactions go, They could interact via dea people to the existing characters, freaking them out in the process.

The gun would either be some hose like vyper has or the classic short range shotgun. Unlike most new characters, the gun stats will not be made to be completely terrible. Just a nice average gun. The specifics exactly aren't that important to the identity of the character though, so lets just get right into the abilities.

Ability 1 - Soul's Assault
For the duration, shoot stray souls at enemies, who slowly chase and come back to the Hydra after hitting. Souls on the way out will have a limited chase distance, and each enemy can be chased by a single soul. There is a limit of souls that can be shot.
These are effectively death pulses.
Range: 12m
Damage: 20 (0.25 Spirit Scaling)
Maximum Souls Launched: 6 (0.075 Spirit Scaling)
Chase Distance/Speed: 18m | 5m/s
Duration: 5s
Cooldown: 22s

T1 Upgrade - +1.5 m/s Chase Speed, Distance now scales with 0.15 Spirit Power
T2 Upgrade - +10 Damage per Pulse
T3 Upgrade - Multiple souls can be latched onto enemies, shot every 0.4s.

Ability 2 - Create Vessel
This is the main defensive ability for this tanky lad. Target an area to place down a vessel. Once they're down, you can shoot it in order to swap places. The vessel has health, but is mainly a structure on the ground so it wont block stray shots.
Transferring to a vessel takes a small amount of time, where you will still take damage.
Range: 15m
Vessel Health: 150 + 15/boon
Duration: 15s (0.1 Spirit Scaling)

Charge Delay: 1s
Cooldown: 8s
Cooldown (Teleport): 30s

Transfer Delay: 0.5s

T1 Upgrade - -10s Teleport Cooldown
T2 Upgrade - When a Vessel is Destroyed or is used to teleport, Every enemy within 12m will be chased by a soul. (The one from the first ability)
T3 Upgrade - Vessels inherit 25% of your maximum health and 100% of your resistances.

Ability 3 - Consume & Grow
Passive. When dealing damage, a portion of unmitigated damage also steals unfilled maximum health. Works on invulnerable targets. Targets with stolen health will recover it after not taking damage from the Hydra after a small delay.
Enemies that die will grant the Hydra healing based on amount of health stolen. Troopers and Neutrals can be stolen from at 40% effectiveness.
Health Consumed: 15% (0.5 Boon Scaling)
Duration: 3s > 8s (Will fully recover 5s after being inflicted)

T1 Upgrade - +2s Duration, +3s Recovery Duration (Takes it from 3s > 8s to 5s > 13s)
T2 Upgrade - Enemies will be slowed by 1% per 3% of consumed Health they have. Has a minimum effect of 5%.
T3 Upgrade - Can be targeted to steal 2.5x health from that target for 6s.


Ultimate Ability - Forevermire

Activate the dormant souls trapped with the Hydra's body, Twisting and bending nearby space. Enemies within the Forevermire will have a portion of their bonus movement speed removed, and will be steadily consumed. The Forevermire grows based on the Hydra's bonus health.
If an enemy dies in Forevermire, Soul's Assault gains a permanent soul.
Duration: 8s
Health Consumed: 50/s (0.5 Spirit Scaling)
Bonus Movement Removed: 50% (If a person would move at 6.7m/s but is actually at 8m/s, they would get reduced by 0.65m/s, can't be resisted by slow resist)
Base Range: 8m
Bonus Range: 0.1m per 50 bonus health (Anything that's not base health)
Cooldown: 125s

T1 Upgrade - +2.5m Radius
T2 Upgrade - +20 Health Consumed, Increased spirit scaling by 0.25.
T3 Upgrade - Allies in Forevermire are healed based off Consumed Health. -40s Cooldown.
