my buddy had warden selected as the highest priority, and he loaded in first before anyone, and he was forced to play as his second most prioritized character. this issue also occured when i selected haze as my highest priority, i loaded in first and somehow he got to play haze even though he just had it selected not even as a priority.

It's not a bug, priority only means that game will attempt to give you that character but it also prioritizes matchmaking speed so if too many people queue with your purple heroes game will skip to other purple or gold marked heroes to maintain fluidity of queue.
This gets more complicated with parties as preferences of all members have to be taken into account at once.

This is my next question exactly. How does the queue resolve the following:
Player 1: hero A, b c
Player 2: hero B, a, c
Player 3: hero C, a, b
They all select each others hero and only white thumb up the other two. Does it guarantee they all get their selection?

if the other 9 players don't have A, B, or C on priority, then yes, it's guaranteed for those three to get those priority choices.
