I activated Power Slash just as, or just after? being hit by Kinetic Carbine. The ability goes on cooldown, but doesn't charge and ends when time stop ends.

There was also a visual issue in another match: After being hit by Kinetic Carbine while charging Power Slash, Power Slash appeared to fire visually, but actually fired and dealt damage a bit later when I was aiming in a different direction. This doesn't happen in the replay.
