I experienced this error a few days ago, and saw many posts in this forum detailing things people have tried to solve it. Someone mentioned that it gets fixed with updates, so I suspected an issue with the Steam Cloud. I managed to fix the issue for myself using the following steps, but am unsure if it's a real solution or a one-off, so please lmk if this helps you.
1. Go to Deadlock game page
2. Click on "manage" wheel on the right side of screen
3. Click on "properties"
4. Click on "updates"
5. Under "automatic updates", change to "wait until I launch the game"
This should force Steam Cloud to refresh upon launching, which solved the issue for me.
