Possible incorrect frog ban on stream - Taiwanese Eternus player Zonda

Hi Valve, could we get a statement on this ban? Zonda was frogged live on stream. For background, Zonda is a former League of Legends / Overwatch pro and has multiple accounts in Eternus. He's also one of the biggest Asian streamers so some clarification would be good since this would likely negatively affect the Asian perception towards this game if he weren't banned correctly.

He later streamed on another account and wasn't banned yet.

How can you even get "falsely frogged" ?
When cheats are detected players are given option to turn the cheater into a frog.

Its possible he did not have any hardcore cheats, but he had razer synapse and and maybe key macros, key macros are not really allowed.
Or cheaters have figured out how to spoof the game and frog any enemy opponent, that paradox in your footage was very energetic about the whole thing.

Showing processes from the machine is meaningless, there are cheats that are hardware and external from the machine you play on. Not saying he is cheating, because his footage did not seem to indicate cheating. However there are cheats that can work completely separately from the machine you are playing on, by cloning the entire memory then working with that to create a graphical overlay on the monitor where you play, often used use case is to see enemies through walls and this is IMPOSSIBLE to detect without an AI that has been trained on human behaviour in video games.
