Poor performance and stutters on older hardware

I have a Ryzen 7 2700X and Radeon VII in my system. I understand that these are older parts, but they run much more demanding games at higher frames. I am playing at min settings with FSR and only get 60-90 FPS with MANY game freezing stutters, usually in vital moments.

I also believe there is a shader compilation issue, because after an update I have to play a bot match because each new effect causes the game to stutter.
