I'm not sure if this is a bug, but it seems like it might be. Pocket's Flying Cloak Teleport breaks Stake's Tether, which I don't think is intended. Dynamo's Quantum Entanglement Teleport doesn't break the tether, and nothing about Pocket's ability suggests that it should remove debuffs or allow an escape from the tether.
