The idea here is some cheap item (500 or 1,250), which gives disproportionately high benefits for the cost, but gets disabled as soon as you buy something else.

This item could help smooth the power curve for build that want to save for a big item early in the game.

The benefits of the item would have to be universally good, and maybe have some focus on farming. (Move speed/Regen/Bullet damage/Spirit Power)
 
I see this being difficult to balance , as it could be picked first in lane and give a massive power spike to be used offensively.

Why not make it gain N% more unsecured souls until you buy another item ? That way it'd be a better post-laning item that speeds up your jungling but gives poor value if you buy a cheap item when available.
 
Ah, I really like the idea of impacting soul earning, but that could be scary for encouraging jungle mining.
Although I don't think it would be too hard to ballance. You can se the power level such that, if you buy it first, you only have an advantage until your opponent has baught 2 items, at which point, you are even again, and will fall behind when you buy next/ they buy third. (just an example, I am no balance lord). The idea is to make it only good when trying to save for a 6200 relatively early on.
 
It cant be balanced, Some heroes is good without items, so they buy that early, steamroll or impact the game, then buy items and have another powerspike. Too good.
