Phantom Strike and Talon/Ivy flights

Recent patch made it so Phantom Strike would ground targets. Works as intended on most heroes, but not on Grey Talon or Ivy. Steps to reproduce:

1. Have Talon cast Rain of Arrows
2. Cast Phantom Strike on Talon

Talon descends a few meters, gets disarmed, but still retains the Rain of Arrows buffs, dashing mid air and then shooting multiple arrows.

Similarly, casting Phantom Strike on an ulting Ivy will move her to the ground, but she will still be in an ulting state, able to drop the b omb and more.
