Yeah, it says "does not apply item procs" BUT when you buy mystic reverb it procs on ult. When item proc it goes on cd (like mystic shot - it procs when shoot and goes to cd) so mystic reverb goes on cd after ult damage

So the bug report should be Mystic Reverb works with ult rather than Improved Burst doesn't.

In fact I tried it in sandbox and Reverb is so broken on his ult it keeps triggering constantly which shouldn't be the case.
