kinetic dash and arcane surge should only give their passive weapon damage and mystic power buffs respectively (i think?), but if you buy extra stam and upgrade it to either, you keep the passive health bonus too. Not sure which way is intended, but it's inconsistent.
tldr: buy extra stam first regardless of if you have enough souls to full buy either item
