Near the back in the alleyway there is a fire escape section with maybe a missing bounding box that let's you get into weird spots.
There isn't too much you can do from up here besides get a bit stuck or hide from people. You can shoot out and phantom strike out so it could be abused to defend Sapphire Flame's yellow walker.
