Paradox Time Stop 1 Bomb?

Shows: 0m/s on the side for a few frames (definitely not a full half second). Doesn't seem to apply any amount of real slow when moving or walking through it.

Ah I see, you're confusing with the slow reduction with the current speed. It shows briefly the speed being reduced, before going to 0 (end of the slow).

So it's -1.4m/s for Calico, then goes back to 0m/s.

7.2m/s-1.4m/s = 5.8m/s 1.4/7.2 = 20% approximately.
This is a slowdown likely based not on movespeed but on time. So it can't be reduced normally.
It goes to 0m/s to indicate there is no change of speed (debuff).

Update:
Try dashing back and forth very quickly. It does slow the animation of the dash.

I think the point of this, to synergise well with catching, esp with carbine speed up, paradox 2 bullet speed up, ensure better catch for ult, and to synergise further with movement slows. More testing will be done.

Hmm, I'm not really noticing it. If there's an effect it seems very minor. Maybe it only doesn't work in sandbox? I also think I was expecting for it to look like the effect from her carbine, where you nearly freeze for a split second and are tinted lighter/surrounded by an aura.

It's exactly that, but a weaker version of it. Slow resistance should be ineffective against it (because it's not movespeed slow).
