Oversight in the graphics settings panel? - No shadow quality setting / lowest graphics setting slider does not activate FSR

The only way to manipulate the shadow quality in-game is by using the graphics slider, if the graphics slider was at it's lowest setting and you set the everything at max using the advanced settings, shadows will remain at their lowest quality level.

The Graphics slider on the lowest setting does not activate FSR (Even though the checkbox is ticked) because anti-aliasing isn't enabled. This is weird because the FSR info-box directly references the need to have anti-aliasing enabled for it to work.
