This seems a lot like a Tesla/mystic shot to me. I was thinking of what U would like an upgraded Mystic shot to look like and I came up with this:
Mystic Display
Spirit
Costs 4250
Upgrade of Mystic Shot
+15% weapon damage
(Mystic shot ability)
(Mystic shot ability but on a 10 second cooldown)
(Mystic shot ability but on a 20 second cooldown).
Mystic Display

Tesla Bullets is a Weapon Item designed to help with Farming (which is fine. It does it's job serviceably well, though I still think Alch fire is better)
The reason I moved this over to Spirit is:
1.) Weapon category is flush with "hybrid" items that work well for Spirit builds. The reverse is not true. There are some items that work well for weapon builds in Spirit items, but they are mostly counter items or specifically, Bullet resist Shredder.
2.) Cold Front is a good farming tool, but mostly only for Spirit builds. The only other options are... Alch Fire and Tesla Rounds. Tesla Rounds does minimal damage in a fight, and Alch Fire is more of a Pushing/objective tool (though it works very well for farming as well).
3.) Mystic Shot is in a great spot to see an upgrade and I feel it should see one that brings it over to be more Spirit Heavy.
4.) There are still plenty of heroes who need item support for farming. Not everyone has great Farming tools (I'm looking at you Mirage) so something like this would work really well on them to give more flexibility in what they want to build.

It sounds like you want a spirit item farming tool like Tesla bullets, and an upgrade to mystic shot, but I don't think these should be the same thing. Mystic shot is a burst damage tool and I think it should keep that identity.

It's identity has changed because it is no longer a burst tool, it is a farming/burst tool with some of its power going towards both. If you want to burst someone down and you have mystic shot, you won't upgrade it. So the upgrade is plainly no longer a burst item. You upgrade it for the farming.

The version he has here has both. The burst from mystic didnt go away, and its arguably increased since it scales with spirit and the upgrade is a spirit item.
The upgrade gives your bullets a chance to explode, applying bonus weapon damage and spirit damage. When mystic shot is ready, you get mystic shot damage, plus the bonus weapon and spirit damage guaranteed.
I dont see how this isnt a burst item.
Sure the upgrade helps with "farming" but that depends on how big the radius of the explosion is.
It also applies team fight pressure and could potentially be super broken on someone its not intended for necessarily like a haze or wraith. They might not want Mystic shot, but the upgrade plus some fire rate would be insane on these characters in bursting someone down as well as in a team fight (again depending on radius of the explosion).
When I first saw this item, farming never even crossed my mind.

You're spending 3k on continually proccing damage. It is definitely not a burst tool just because it keeps the 1.25 k of burst.

Yes its. If it keeps the burst mechanic, it continues being a burst tool.
Its gaining team fight and farming dps. This doesnt suddenly make it not a burst tool.
