Open Mic always on regardless of settings (update: band-aid solution found?)

A friend is experiencing an issue where their microphone is always picking up inputs even with the box unticked and the threshold at 0%. They did basically everything one can do to try and rectify the problem through Windows settings and microphone-specific solutions, but the issue still persists. They also tried to verify the Deadlock files, but to no avail.

UPDATE: friend fixed the issue by unbinding and rebinding his push to talk key and spamming the button. Still unsure the root cause of the initial problem, but this worked for him.
