Often unable to spectate games

There's many times when I'm unable to spectate games, either because it says that I've "requested to spectate too many games" or it will just show me the loading circle and never loads into the game.

I'm not sure what the issue is, but it makes super annoying to find games of specific heroes that I want to watch, since many of them won't load, and if I Try too many times, it causes the "requested to spectate too many games" message.

It can sometimes connect successfully if you wait long enough (1-2 minutes).
