Obvious cheater. Does anticheat even work?

This is most obvious cheater I met, how does Valve anti-cheat works if it can't detect such things as changing player speed and nocliping?
Wouldn't be surprised if it's just a bot.

thats like *the* most obvious clue someone is hacking
