Not getting into match and receiving penalty after going into sandbox

I like to go into the hero sandbox while queued just so I have something to do while waiting, but sometimes, when the queue pops when I am in the sandbox, I am not taken into the game. Instead, it will just leave me in the sandbox. When I go back to try and queue again, I receive the match ban penalty.

I had the same exact issue but also showing connection errors while it occurred. I think the problem is the difficulty in telling if you are leaving the sandbox mode or match itself.
