Not getting Billy over many games (even if he's not in the match)

After I checked the forums the last time and found out that queueing Mina and Billy together leads to getting none of them I have adjusted my pool and still face issues. Since he's out I had him on high priority for 15 matches and only got him once. In the last game there was no Billy at all and I still didn't get him. Here are two screenshots of the match and my pool:

21 games deep on my main account now since Billy release and about 10 on my smurf, still didn't get any more Billy drafts

I have 92 games since mina launched and have gotten 5 games as a new hero.

In my last 50 games with doorman on high prio, and 3 other characters selected. I am only able to get them if i guarantee it with a 4 stack. Since mina's release, I have gotten a new hero 5 times. All 5 with a party forcing it.

I have played 92 games since the start of this update. I have gotten new heroes 5 times. What is the point of adding new heroes, if people who play the game a lot, cannot get them.
