no movement speed penalty while ADSing

Not sure if this is intended, but when you ADS you don't incur the movement speed penalty while shooting. I tested it on Wraith and her movement speed while shooting is 4.9m/s, but when she ADS it stays at 7.0m/s.

Would love to hear from a dev if this is intended or not. Also Ivy is the only hero with no movement penalty while shooting at all.

+1 I feel this is backwards, I've only played 2 matches but this feels wrong..definitely would love to know if intended or not
