new patch has made shiv unplayable for me (stutter when walking issue)

doesnt seem to happen on other characters but its like i am glued to the ground and stutters the entire game only effects walking it seems i have had 3 games on shiv like this and a doorman inbetween that didnt have the same issue it seems to be network and or server sides because whenever i try to test it in the hideout or explore nyc there is no issue, that is all the info i have please help and or fix thank you. (didnt have this issue before the most recent patch)

Does disabling mods fix this?

Test in a bot match (Not explore NYC or sandbox)
