New Hero | Nickname "Politician" | Creep/Lane oriented hero

So this hero idea is more "theme" first and abilities second, meaning his abilities are not fully fleshed out, but they can be adjusted. Apologies for the wall of text.

Theme:

Visually, the hero looks like a man in a suit, well dressed, well groomed, straight-white teeth that are very prominent and are used for his charismatic smile. His facial features also have a chiseled/carved look to them. However, the man is not a man. His skin is made from wax (explaining his slightly pale complexion), his hair is a burnt wick that has been styled into short hair-style. In reality, you don't play as the man, you play the fire demon/spirit that is inside it's chest.

Meet the Politician. A demonic fire spirit that has escaped imprisonment from the other side... and is now in our world. Arriving in our world, he has infested into a creep and consumed him from within, and has found that he was able to shape his waxy body to his will. After consuming a few creeps, he molded the wax into a body that can talk and smile his way to his objectives. He is mischievous, preferring not to fight head on but to let the others do the dirty work for him.

He assumed the identity of a person he murdered, and has become an up and rising Politician, running on a platform of better pay for the Creeps who, despite being mindless minions made alive by magic, support and vote for him. Promoting unions, giving speeches he empowers creeps on a lane and buffs his allies. As he takes damage and his health gets lower, his facial features become distorted, like dripping wax lines running down his face and his body parts curving, as if melting. If he dies, his waxy body explodes, and his true fiery form is exposed, you control the form which is a very agile/fast Fire Spirit, use it to run back to safety and infest back into a friendly or enemy creep.

For melee and ranged, he uses the same staff that creeps use but he uses it like a Cane as he walks. Same projectile, which is pretty weak in terms of how slowly it flies and it's damage, but can be buffed up with items.

Skills:

1 - Fired Up!

Stand on a soapbox facing a direction for a channeled duration, up to 10 seconds max which can be cancelled early. Taking enemy hero damage during the channel will stun you for 2-3 seconds. Any allied creeps that are near will approach you and start to listen to your speech. Listening to your speech for 3 seconds will make the creeps cheer and their wicks will ignite, indicating you got them Fired Up! Fired Up! gives bonus Armor/Health and Cooldown Reduction. Creeps that are Fired Up are constantly losing health, and their only sustain is the healer creep which will now healing more frequently due to the Cooldown reduction buff. Later levels affects heroes as well, no DoT debuff on allied heroes.

2 - Infest

Allows you to infest an allied (or enemy creep at level 2), getting them Fired Up! (x2 or x3 values of a regular fired up creep). The infested creep is stronger, does not show up as a hero on the minimap and is on auto-pilot. Pressing any movement keys will disable auto-pilot, giving you manual control. Pressing Q and Left click will melee and shoot using the creeps weapons respectively, which can be done either in auto-pilot mode or in manual mode. You can also infest a healing creep, allowing you to run with your team and cast chain heals. Pressing 2 again will explode the creep, returning you back into your original form and restoring a chunk of your health. Level 3 allows you to infest allied heroes, firing them up and there is no time limit on how long you can be infested into a creep/ally hero. You can still use your staff for melee and ranged attacks whilst inside an ally hero. (or perhaps you can infest an enemy hero and damage them from the inside for 10 seconds at later levels? Cannot be ended early.). You cannot use your other spells whilst you are infesting a hero or creep.

3 - Charm

Use that smile of yours and charm your enemies into becoming friends. Charge based ability.
If cast on an enemy creep, this will convert the creep to your side. Creep is not fired up by default.
If cast on a neutral creep, they will fight harder against the enemy team, gaining bonus damage and armor. Will also alert you if a charmed neutral is under attack. Cannot have more than 3 charmed neutrals.
If cast on an enemy hero, the hero is disarmed and silenced, but takes 0% damage from you (unless you are infested into something).

Level 1 allows to capture 1 creep and convince a GREEN neutral creep.
Level 2 allows to capture 1 creep and convince an ORANGE neutral creep to fight harder against the enemy.
Level 3 allows to capture 1 creep, disarm and silence an enemy hero, and convince a RED neutral creep to fight harder against the enemy.

4 - Vote!

The Politician calls upon his supporters to rush the voting booths, conveniently located in the enemies base. Every lane spawns an additional wave of creeps, and all allied creeps on the map get a speed buff, allowing them to reach the enemies base faster. These additionally summoned creeps are weaker than regular creeps, but with fired up they are equal to regular creeps. They also give 50% less souls to the enemy team. At max level, this ability will also affect every allied hero on the map, granting them movement speed.

Pros, Cons, Playstyle:

Pros: Non-conventional, Lane Pusher, Hard to Kill, Team Buffer/Healer

Cons: Non-conventional, Lacks Damage, Reliant on Team, Lane Push can be countered by killing the healer creep of a Fired Up! creepwave, as they will all burn out and die faster without heals.

Playstyle: Buff up your creeps and lane, use them to apply early pressure to the enemy tower. Force the enemy to rotate a hero and deal with your political BS before you cause serious damage. Go behind enemy lines, shoot down a wave of creeps from the tracks and charm them all to your side, fire them up! and neutralize the enemy push into your base. Or charm neutral camps around the map, allowing you to delay the enemies farm and to know their movements (a type of ward basically, now the neutral creeps having an eye make sense, you turn them into observer wards basically), setting up an opportunity for you to gank the enemy hero during this time. Stick with your team by providing them with buffs, or infest into your buddy to keep him fired up permanently and assist him with a few shots here and there. When the time is right, flood the enemy base with creeps, and if you have the time, fire them up, but watch out! The enemy might try to assassinate you during your speech! Protect yourself with active items before using your speech in dangerous places! Or if things go sour, cast your ultimate to buff your team and run away, whilst the enemy team chasing you will get slowed damage with a huge wave of creeps heading their way.
