new gun(melee) item: Knockout

Knockout is a tier 3 gun item that uses heavy melee as a component. Along with having heavy melee's effect passively, it also has the following effects.
This is a ACTIVE ITEM, you need to assign it to a ability slot, however when you press the ability button it only toggles the active effect on.
When toggled on, your next heavy melee will charge 50% faster, deal 100% increased damage, and stuns anyone it hits for 1~1.5 seconds. HOWEVER, knockout will ALWAYS go on a 30 second cooldown after you heavy melee while it's toggled active.
i know "toggles" aren't a thing in deadlock. but my other idea was making it ALWAYS go on cooldown when you throw a punch, also if a item having two separate cooldowns baked into it is confusing i have another idea for it. it should add some skill expression to melee with the toggle, as enemies can throw you off not only with parry, but with jumping too.

It's a tier 4 instead, it will passively make your heavy melees go 80% farther, charge up 25% faster Also you get 20% extra gun damage 1 extra meter of movement speed. on hit not only will you receive 100% ammo/instant reload like melee charge, but the target will take 50% damage on hit, receive a 60% slow for 3~4 seconds and have their mobility cooldowns DISABLED while the slow is active. has a 16 second cooldown like melee charge.

I'm not good with numbers, they'll probably need to be tweaked, but i wanted to give a idea on how it works.
 
the disabling of movement cooldowns on the second idea could be too strong, you could swap it out with disabling of stamina if that's the case.

Also for the first idea, there should probably be a visual indicator that someone has it active (like their firsts glowing or something) that you could use to mess with people by switching it on and off rapidly, but also a distinct audio and visual que when a knockout punch is thrown to let you know what's incoming and if it missed.
