I've noticed a pattern in the NA queue that whenever a single player in a match is from the West Coast, the match will be hosted on only West Coast or Texas servers. Had several matches where only one person was on the West Coast and everyone else was East Coast, but the servers in LA were used.
Only matches I've had that were located in Chicago had entirely East Coast players.
