Is it possible to get clarification if its ok to have fun with these bugs or is it bannable to use them ingame?

The obvious should be don't use them, that would be dumb and ruin games for others. If you want to simply have fun with them go roam around in a bot match. Using exploits/bugs intentionally is always a no in any game.

fountain hooking in dota at the international was allowed ¯\_(ツ)_/¯

also the patch today seemed to have partially fixed this, to the point where I almost thought it was intended
It would consume two sprint charges and make you sprint further/faster but they could no longer be chained together to the point where the camera couldn't keep up

then they seemed to push the patch that made the new Colossus item actually make you grow by 10% instead of the 1.2% shown in the tooltip and you CAN do this movement again, just as you could yesterday/what is demonstrated in the video above
