I've noticed a few issues while doing Hero Training. I had both my mouse & keyboard and Xbox Series controller plugged in at the same time. The first bug I noticed was that there were controller input prompts while using mouse & keyboard to traverse transit lines. After noticing this, I decided to unplug my Xbox controller. After doing so, I was continuously firing my weapon and the only way for me to resolve this was to restart the game.
