Mouse cursor can hover over HUD elements when not enabled, preventing shooting

The mouse cursor can still hover over elements on the hud even when the cursor is not currently enabled. In some cases, this can prevent the player from shooting, such as with this holiday cheer notification.

I've also had it hover onto the quick buy and de-select my item when I was going to zoom in,
