Mo's Tier 3 Scorn damage amp helps proc tankbuster; other damage amps do not

Mo's tier 3 scorn currently helps proc tankbuster. If scorns base damage is not enough to proc tankbuster, say 130 damage base, then 2 stacks of scorn amp will allow the ability to proc tankbuster (130 * 1.3 = 169). This is inconsistent with other forms of damage amp, such as pocket's barrage, which don't help proc tankbuster.

Tested this on other heroes with amps and tankbuster proccing is affected by mirage amp, shiv amp, and wraith spade amp (possibly others as well). Amps that have separate damage values, such as pockets barrage and drifters isolation, do not have an affect in tankbuster proccing. As such I'm inclined to believe this is just a feature now however I'm going to keep this report up as separate-damage amps are still inconsistent.
