It's indescribably without a photo and it makes the game impossible to play. I thought it was just happeneing to me but it seems to be happening to a few amount of people. Ive seen it happen maybe 2 other times to people on reddit. It may be because of lower performance devices. But what is odd is that when I run deadlock decently it happens, almost like it just happens for a random reason unrelated to lag. I recently updated my driver after forgetting to do it for like 2 months and now it is permanantly happening even when I reload the game or restart my laptop it still happens. Typically when I do those things it goes away, but not this time. There is also another weird version of this where the VFX stay in place on ur screen with every couple frames completely covering your screen in character models and random flashing effects this doesn't include the map just character models and effects. Also I've come to a theory where the model stretching is connecting character models because when i look away from other models it stops doing that. weird buggy thing in the photo I have bellow but thats only with the recent permanant one that's happening to me, in the past it's happened no matter what you look at like in the second photo.
