Mo & Krill, Magic Carpet, and Haze's Sleep

I'm assuming this is a bug, but in my last match, there was an enemy Mo & Krill that was using Magic Carpet. He was able to use this while burrowed underground, as well as able to fly away with it when slept by Haze's sleep.

Is this a bug or intended?
