Missed hook didn't trigger cool down

[Twisted Egg]

I was playing Bebop and I missed a hook. Despite me shooting the hook the hook cool down didnt trigger so I was immediately able to send out another hook. It also went through the barrels so I assume this is some sort of server related issue where the server ignored the hook and pretended it didn`t happen. I have attached the match ID and a video of the bug that happened.

You can use hook again before cooldown ends?

I met this with another chars, but I can't use ability (Visual bug)
