Mina Sanguine Retreat ("2") can go on CD even if she dies when casting it on same server tick as death - can 2 CD be rolled back in event of clash?

Recently played a game (match ID 60258937, 6:50~ time) where Grey Talon used Guided Owl ("4") to kill me. I attempted to Sanguine Retreat ("2") to iframe the explosion and must've used it on the same server tick it exploded. This resulted in me dying to GT's 4, but 2 still went on CD despite not actually casting.

Mina's 2 - to my knowledge- iframes from frame 1 so in realistically she should either cast it and not be hit consistently, or 2 isn't casted in time and she dies. Therefore, in the event as described above, can a rollback be implemented to refund the CD?
