This can be recreated easily in the lobby/sandbox. T1 of Sanguine Retreat adds 8 bullets to the clip, regardless of how many are currently there. While you have these bonus bullets, you also have bonus fire rate.
The bug is that while you have these bullets, regardless of how many remain in your clip, you can't reload.
Let's say you have the standard clip size of 12 and use sanguine retreat with 2 bullets left. You now have 10 bullets, but can't manually reload up to 12 - you need to fire off all 8 bonus bullets first.
Recreation step-by-step:
- upgrade to T1 Sanguine Retreat
- Shoot until at 1, 2, or 3 bullets remaining in clip (assuming no clip size upgrades)
- use sanguine retreat
- attempt to reload (can't, even after firing up to 7 bullets)
If we're getting really technical, I can see a reason that you might not want to accidentally reload these special buffed bullets, but removing the ability to reload is not it (and doesn't seem intended.) Maybe in these edge cases, have reload be a double-tap? Or just make it a skill issue if you accidentally reload (like I do all the time.)
