Metal skin just gives you 100% bullet resist, which should make you immune to bullet and melee dmg, but if you have any amount of bullet shield and you use your metal skin active, since shields aren't impacted by resistences, the shield will still take dmg. It's working like it is supposed to according to the game's logic, but I'm not sure if its intended.
