Thematically it is obviously the mayor of The Cursed Apple. A support character with a powerful ultimate ability.
Not intended to be a front line hero. This hero would be useful in team fights and also to help push objectives without physically being there.
Ability 1: Impede/Cease and Desist
Apply a speed debuff to an enemy. -10% movement speed for 4 seconds
1: -10% Shooting speed reduction
2: -7% movement speed
5: up to 2 additional enemies effected
Ability 2: Enact
Apply a speed buff to an ally. 10% movement speed for 4 seconds
1: 10% Shooting speed reduction
2: 7% movement speed
5: up to 2 additional enemies effected
Ability 3: Pardon
While channeling reduce non-ultimate debuffs duration by 15% in radius
1: reduce cool down
2: 10% duration reduction
5: Also reduce ultimate debuffs
Ability 4: Budget Resolution
View the map from a top down perspective for 22 seconds and select an ally or enemy from anywhere across the map. increase or reduce their soul gain by 25% for 7 seconds. can select up to 2 players at a time.
1: Heal Ally health for 3% or reduce Enemy health by 3% every second (this could be a regen increase/decrease instead of a straight heal or damage)
2: 15% bullet damage vs NPCs for ally or -15% bullet resist vs NPCs for enemy
5: NPCs won't target allies or force NPCs to target enemy
