Mayor - A global Hero Conecpt

Got back from vacation, made this

This is a concept I had for a character with global reach like Mirage and sort of Ivy, it kind of turned into a character focused on buffs and debuffs. Let me know what you think

Pitch - As the Mayor of New York, use your control of infrastructure to help push lanes while helping allies help you impede enemies with distractions and roadblocks.

Lore - Being the Mayor of New York means spinning a lot of plates. Between criminal organizations, federal agencies, International Corporations, Occult Shenanigans, and the ever demanding public. So when the patrons are being summoned in the middle of New York City, who better to keep the balance then NYC’s head Civil Servant (and maybe secure reelection while they're at it).

Gun - either a pump action shotgun with a tight spread or a semi automatic rifle, something mid range and maybe close range, close range should be risky for this character but they should not be able to fight well from long range.

Ability 1 - Budget Cut - launch a wide projectile that does a moderate amount of spirit damage, if it hits an enemy hero reduce the cooldown of Mayor's abilities on cooldown by (X) seconds and increases the cooldown of the targets abilities by (Y) seconds if the ability is already on cooldown.

To specify, let's say pocket used cloak then was hit by Budget Cut, (Y) seconds would be added to the cooldown of cloak. But the next time Pocket uses cloak the cooldown is the original value. The same for Mayor's abilities, their immediate cooldown is decreased allowing them to be used faster, but this does not affect future uses of these abilities.

The idea here is to try and speed up using Public Works to keep pressure on the enemy while also slowing enemies down if they play into abilities a lot.

Ability 2 - Coattail Ride- Jump to an ally hero in range, give both Mayor and their ally a buff to movement speed, weapon damage and spirit power. If there is no ally hero targeted Mayor jumps a distance and does not receive a buff

This is a combination support and escape move, because it needs another hero to get the most out of it, it incentivizes Mayor to stick to another hero to support them.

Ability 3 - Scapegoat - create an effigy of Mayor, this effigy creates an area that slows enemies and if they stay inside of it long enough silences them. The effigy can be destroyed and when it is it explodes doing a small amount of spirit damage. The effigy can be targeted by Coattail ride however this will destroy the effigy while giving Mayor the buff.

I'm never good at coming up with the last ability on a character, and this is the last ability I came up with. The idea here is that Scapegoat is an impedance that probably should be dealt with first, allowing Mayor and their allies to do whatever they need to do first.

Ability 4 - Public Works - Choose a lane (maybe on the mini map or a popup menu or a radial pop up menu). The chosen lane will gain a buff that increases Zipline speed, increases move speed, increases weapon resistance and damage to allied Heroes and troops in lane. (The idea here is that this makes it so the lane is pushed faster).

This ability is the core of the character, public works is supposed to put pressure on a lane independent of players location, while also supporting anyone who is pushing the lane. It's like split pushing without being there. I think a good level of power for this is to add a quarter of a hero equivalent of power to a lane, but I'm not confident in assigning numbers to these.
