Im not sure if this is intended but no matter what I built I couldnt get malice to proc tank buster even though i was clearly going above the damage min to proc it

I managed to trigger with with about ~215 spirit power
Important: Tankbuster needs 165 min damage to trigger, this needs to be the damage before amps and before reisists
Geist Malice applies an amp, which means that if you cast it multiple times on an enemey, you'll deal more than 165, but not trigger it, because the base damage is under 165.
You simply basically need like 200 base spirit power to properly trigger tankbuster with malice.
