I think Lycan from Dota as the base for the design (his theme already fits the monster horror type of vibe) and keep the ult where he can change into a melee wolf. Keep the howl and put it on his 2 maybe it'd be cool to have a character that can increase dmg or decrease enemy damage (it would be fair because like in dota thats really all it does). You can change him to a dual wielding pistol character with silver bullet passive on 1 or 3 where he gets some sort of crit on a certain build up of shots (like mirage but different effects). One of his passives can be where he picks up scents and can see people outlined behind when activated. His ultimate can let him do special melee attacks like a leap and bite if charged or quick bites with quick press and can work like infernus 2 where it speeds him up when holding the left click.

1 - Hunter's Howl: Empowers ally bullet and spirit resist for the duration enemies within range and line of sight suffer weakened attacks
2 - Scent of Prey: Passive: Can see traces of enemies movements in the air depending on how low their hp is.
Active: When active can see enemies outlines behind structures enemies within range only need 1 silver bullets to proc
3 - Silver Bullet: Passive: After 4 shots the target will take increased spirit damage on the next shot.
4 - Lycan form: Can turn into a wolf. Has increased speed and stamina in wolf form. Can only do melee damage. Hold left click to increase run speed. Light melee can do instant silver bullet procs. Charged melees can propel him forward in a leap and damages enemies in the area like a heavy melee would do (maybe healing him for the percentage of damage bit or something to keep him in the fight)
His weaknesses could be that he's slow without ult. Doesn't really have any escapes without items. Uses pistols that shoot fast but damage drop off is significant at range.
His strengths are in teamfights when he has levels his howl can destroy enemy damage output by building teams resist and weakening enemy attacks. Also, can help team catch out weakened strays. Strong split push if passive is allowed on objectives even then I imagine he can be built in a way where his split push would be good.
