Lightning Scroll and Refresher Bug

If using an ultimate twice immediately with Refresher, the first effect of lightning scroll will take effect, while the second Lightning Scroll hit will not; the Lightning Scroll indicator will just hover over their heads, with the white circle that's supposed to close in on the character until it blows up with instead get larger infinitely. Can be easily recreated by just using an ult, refreshing immediatly, and ulting again immediatly. It seems to only happen with characters who's ultimates are a burst of damage. I've had it worked with Ivy, Lash, Grey Talon, and Shiv when his Ult fails to kill. Paradox has a unique interaction where the bug will still happen but both instances of Lighting Scroll occur like it's supposed to, with the visual bug still existing. I think it has something to do with ulting, and having another seperate ult exist, causing one of the Lightning Scroll effects to not take place, I don't know why paradox is unique though.
