Imagine hitting fleetfoot and then burrowing underneath an entire lane of buildings into the next? The character will be obnoxious to catch if they include debuff into their build. It would feel good for Mo & Krill. But really bad for everyone else. Its one thing to have a glass cannon be top level escape. But to give someone that thick an upgrade to an already premium escape is pretty unbalanced. At least in the state they are currently in.
