Let legendary items be viewable in sandbox

(First forum post, hopefully this goes here...)

It would be nice to preview more closely which items do what outside of matches, since they're pretty dime a dozen to appear in the item selections. And with there already being external ways to view them in sandbox i hope there to be some officialized way to do so without digging into console commands. Maybe through a separate shop category or some other specialized way, like enabling a game rule under the tab menu to let them appear in the usual shop layout.
