I've seen people talking about adding Legendary items as a thing to the main game like a reward for something hyperlate and I think it's very cool BUT what about make them craftable?
I personally think that we might start expanding shop to have tier-5 legendary shop where you have to necessarily collect/buy/combine multiple items in big expense to get such legendary items. Maybe make it so 1 character can have only 1 legendary item or something.

The reason why I bring this up because there are some leg items in game files which aren't used now anywhere but are working as pure combination of different items.Like Ancient Shield being a combination of all resiliences alongside debuff and antiheal resistances. Make it be craftable from Both Spirit and Bullet Resilience alongside Debuff remover and maybe Healing booster (idk I'll leave stat tweaking up to you) and boom, the item is ready.
It might need some tweaks in terms how you build it because we don't have infinite slots for everything crafting component (Or maybe not and just leave it as it is making it an actual struggle in terms of items to craft, so people won't spam it and only build it when absolutely necessary) and then make it block the ability to purchase all of the components again for the balancing reasons.

I’ve made some suggestions of recipes for each legendary item. Also keep in mind that the way of balancing might be that each team/person can carry only one legendary so that would add depth for strategy like deciding who gets an Aegis in dota.
Timeless emblem: Transcendant CD + Transcendant Duration (I know that there isn't such item yet in the game but I thought why do we have special treatment for CD and not Duration to the same matter)
Shadow Step: Warp Stone + Torment Pulse + 6400 Souls. Needs some tweaks.
Haunting Scream: Silence Wave + Disarming Hex + Curse + 3200 souls maybe.
Apex Combat: Lucky Shot + Ricochet.
Ancient Shield: Spirit + Gun resiliences + Healing Tempo.
Aerial Supremacy: Stamina Mastery + 6400 Souls (maybe)

If we talk about already existing items then:
Prism Blast: no idea tbh
Mystical Piano: Knockdown +9600 souls (maybe)
Nullification Burst: Healbane + Arctic Blast + 4800 souls.
Seraphim Wings: Stamina Mastery + Escalating Resilience + Long Range + 4800 souls.
Mystic Conduit: Greater Expansion + Healing Nova + transcendant CD.
Frostbite Charm: Arctic Blast + Transcendant CD
Celestial Blessing: Healing Nova + Restorative Locket + 8000 souls
Cloak of Opportunity: Reactive Barrier + Unstoppable (not sure) + 4800 souls OR Reactive Barrier + 11200 Souls.
Shrink Ray: Debatable not adding this item at all OR Make it buyable with 12800 souls.
Electric Slippers: Capacitor + Stamina Mastery + Fleetfoot + 1600 souls
Haunting Shot: Mystic Shot + Crippling Headshot + 4800 souls OR Crippling Headshot + Inhibitor.
Eternal Gift: this thing shouldn’t be added 100%
Runed Gauntlets: Crushing Fists + 6400 souls
Infinite Rounds: Extended Magazine + Armor Piercing Bullets + 4800 souls.
Shadow Strike: Veil Walker + Shadow Weave + Spirit Snatch.
Unstable Concoction: Not buyable too.
Omnicharge signet: Rapid Recharge + Boundless Spirit + 3200 souls

This is very raw idea, but I personally it would fit nicely into itembuilding and dealing with the late game.
