Currently the requirement needed to be on leaderboards are 50 games last 30 days.
However if an account was placed at some point and never queue a game the account stays on the leaderboard, forever.
There are account that haven't played in the last 3 months for exemple and still show there. It's very noticeable with inactive E6 accounts.
Anyway id say it is a bug ?
Or if its the way you want it then theres not much point of having these requirements in the first place.
An account that havent played in 6 months can be on the leaderboard and a (somewhat) active account that play like 1 game a day wont show with this current system.
