Kelvin's Arctic Beam debuff doesn't linger for the 2 seconds the tooltip claims

Kelvin's Arctic beam tooltip states that the debuff will linger for 2 seconds

Instead it seems to fade almost instantly. This is in sandbox, but I have seen this in real games as well (on both players and NPCs)

I feel like I remember it properly staying when fully built up, or at least having an indicator that it was fully built up and then decaying slower, but this definitely isn't the case now if it was before.
