Kelvin kit rework idea

I think Kelvin is pretty meh and I think his kit can be spiced up considering he is missing a lot of offense as of the current meta and is the lowest win rate hero. Also his kit is kinda boring (other than ice path)


In order to define this rework, we need to know about the core mechanic it utilizes:
Frozen
Frozen
enemies are frozen for 3 seconds and cannot perform actions (similarly to sleep) . Taking 50 damage would unfreeze them. They DONT absorb damage like Petrify (vypher).
However,
if Kelvin heavy punches a Frozen enemy, they shatter, dealing bonus AoE damage around the frozen target.
If a Frozen enemy is shattered by Kelvin near another Frozen enemy, they take the bonus AoE shatter damage but remain Frozen (It is the only source of damage in the game that does not break Frozen)



First Ability:
Same as current grenades, but no charges and it now create a curved wall at the far-end of the AoE. (mini-mcginnis wall)
This is similar and inspired by Tusk's first ability from DotA2.

Second Ability:
UNCHARGED:
Ice path

Third Ability:
REWORKED:
Freezing beam

Same as the current beam, but instead it rapidly applies freezing stacks and slows enemies hit.
Once an enemy has enough freezing stacks, it becomes Frozen.

5th AP upgrade: Kelvin's gun and punches apply Freezing stacks.

Ultimate Ability:
NEW:
Freezing Spree

Kelvin freezes all enemies around him, instantly applying Freeze to them.


I know some people love dome, but I think its what holding current Kelvin back. I think another new future-aggressive hero could instead have a similar ability to dome (Like Mars arena) and it would fit better in the game.
 
I like the idea of giving Kelvin his own equivalent of Afterburn (character-exclusive debuff), but bare in mind that a lot of people hated how much Ice Beam slowed people, which resulted in it getting nerfed so frequently, so the entire concept of Frozen is probably not going to be popular (if the debuff was exclusive to the Ult, then it'd be a different story, but Ice/Freezing Beam can be used pretty frequently).
Also, Kelvin seems to be a support character at his core. I'm fine with giving him more to work with, since he's the least played character in the game, but I don't know if changing his core character archetype is the best way forward.
